Why so many "check with your city/county" notes?

Local governments set many business license, permit and zoning rules, and they differ by city and county. This tool only lists a state grooming rule when we found it on an official state website. No rule listed does not mean there is none.

    Where this comes from
    • Registration steps, licenses, zoning, insurance and bank account items follow the U.S. Small Business Administration's Launch Your Business guide.
    • State registration links come from the SBA state registration lookup. Tax links go to each state's tax agency.
    • EIN facts come from the IRS: the EIN is free, and you can apply online.
    • State grooming rules are listed only for Connecticut and Colorado, where we found them on official state sites. For every other state, check with your city/county and your state agriculture department.

Before you take your first paying client, there is paperwork to sort: registering your business, getting a tax ID, setting up state tax accounts, local licenses and insurance. Pick your state and setup above for a printable checklist with links to official government pages.

    What is on the checklist

    1. Business structure. Sole proprietorship, LLC or corporation. The SBA explains how each affects taxes and liability.
    2. State registration. The SBA says most states require you to register with the Secretary of State, a Business Bureau or a Business Agency. You may also need a DBA with your state, county or city.
    3. EIN. Your federal tax ID. The IRS says you never have to pay a fee for an EIN.
    4. State taxes. Check with your state tax agency which accounts you need, such as a sales tax permit.
    5. Local license and zoning. Local governments set many license, permit and zoning rules, so check with your city/county.
    6. State grooming rules. We list a state grooming rule only when we found it on an official state website. Right now that is Connecticut and Colorado. For other states, check with your city/county and your state agriculture department.
    7. Insurance and a bank account. The SBA lists common business insurance types, and suggests opening a business bank account once you have your EIN.

    Frequently asked questions

    Is this legal advice?

No. Rules change and vary by city and county. Confirm every item with the agency that runs it, or talk to an attorney or accountant.

My state shows no grooming rule. Does that mean I do not need a license?

Not necessarily. It means we did not find one on an official state site. Check with your city/county and your state department of agriculture.
